Each of the shadow overlays is a Photoshop PSD file, when working with After Effects all you need to do is import the file you want into your project and place it above the layers in your composition.
In Photoshop, you can open up the file directly and add it to your other Photoshop documents.
By default the shadows are just still PSD files, they can however have a slight animation added to them by using the After Effects Preset that's included in the download.
The shadows can be customised to produce a unique look and feel for your project. If a shadow looks a little too strong, just adjust the opacity of the layer! You can also adjust the scale, add some more blur, change the blending mode, you can even combine multiple overlays to get the look you want, the choice is yours.
